Senior Judge James C. Hogan
James C. Hogan was elected to a ten-year term, commencing January 1, 1990, as a Judge of the Northampton County Court of Common Pleas. He resided over civil, criminal, orphans’ court and miscellaneous matters and was, for 10 years, the Administrative Judge of the Domestic Relations Section. He began an additional term in January 2000, and assumed Senior Judge status in January 2001, where he sits by special appointment in similar matters.

Judge Hogan was admitted to practice before the Northampton County Bar in 1960. From 1960 through December 31, 1989, Judge Hogan engaged in the private practice of law with his father, Charles D. Hogan and his brother, William P. Hogan, with emphasis on civil and criminal trial and appellate practice. He is a lifelong resident of Northampton County, maintaining his residence Forks Township and office in Easton.

From 1987 to 1990, Judge Hogan served as a panel member of the Disciplinary Board for the Supreme Court of Pennsylvania. He has served as Solicitor to Northampton County’s Prison Commission, election commission, sheriff, prothonotary, register of wills, recorder of deeds, tax claim bureau, and clerk of criminal. He was Solicitor to the City of Easton from 1972 to 1974, authoring the administrative code following the adoption of the Strong Mayor form of government. From 1966 to 1968, he served as Northampton County Public Defender.

Judge Hogan is a member of the Pennsylvania Conference of State Trial Judges, admitted to practice before the United States Supreme Court, and the Pennsylvania Supreme Court, Superior Court and Commonwealth Court. Judge Hogan served as president of the Northampton County Bar Association in 1975 after terms as its vice president, treasurer, and membership on the board of governors. He was a member of the Northampton County Bar Bicentennial Committee and served as Northampton County Zone Delegate for the Pennsylvania Bar Association.

Judge Hogan served for five years as a Georgetown University area alumni interviewer for prospective students, as a task force member of the Lehigh-Delaware Development Commission for evaluation of Easton Central Business District Plan, and as the member of the Bar Association’s proposed Keystone Prepaid Legal Services, and Easton Fire Civil Service Board. As a practicing lawyer, he coordinated and conducted law-related classes for students at Easton Area Schools, and attorneys newly admitted to the Northampton County Bar. Judge Hogan graduated from Lafayette College, Easton, and Georgetown University Law Center in Washington, DC.
