Mental Health Review Program

Mental Health Review Officer, Joel H. Ziev, Esquire, serves Northampton County at the direction of the President Judge. Under the Mental Health Procedures Act of 1976, individuals who are dangerous to themselves or others because of mental illness are subjected to involuntary treatment, including hospitalization. Constitutional standards of due process are satisfied by hearings, with notice and opportunity to be heard. The Public Defender serves as attorney for the individual. Testimony is received to insure compliance with the Act and for the protection of each person’s individual rights. The Act provides for a variety of commitments and each requires Court approval. During 2007, there were a total of 324 commitments.
